Yashada, Moral Rearmament Centre to take on survey, monitoring and evaluation of rural schemes
NISHA NAMBiAR PUNE, NOVEMBER 11
AFTER having launched five people intervention schemes in rural areas in 2007, District Collector Prabhakar Deshmukh has gone into evaluation mode, even before the projects are rolled out, so as to avoid any mid-stream correction. The collectorate has tied up with the Yashwantrao Chavan Academy for Development Administration (Yashada) and the Moral Rearmament Centre, Panchgani to survey, monitor and evaluate the schemes. To start off, the agencies will be focusing on the integrated farming project launched in the district in July this year.
Thus, even as the district collectorate.implements the schemes, the agencies will conduct the initial survey and then take it from there, as the projects progress, said Deshmuldi: While the expenses for the same are being worked out, Deshmukh said this kind of monitoring mechanism will ensure that all schemes are implemented in letter and spirit. “A thorough survey can be carried out initially before implementing the scheme; they will also monitor the schemes as they get implemented,” he said.
The schemes, which will be covered under this unique tie up programme, will include the Gau Bhetyojana, of its schemes. which will see officers from the villages to hear out the villagers problems, the
women self-help group linkage programme. the integrated farming project the river-stream linkage project and the self-employment programme.
This is the first time that the colectorate has roped in the external agencies for the implementation of the schemes
Explaining how they would be of help, Deshmukh said, “The agencies can give us a framework, conduct surveys and the pen down re quirements to implement the linkage programme, thescheme in an effective manner, Mere launching a scheme and not keeping a follow-up has been a problem till now.” Director General of Yashada, V Ramani, when contacted said their role would be more of capacity building
