Bureaucrats Admit Dishonesty Attracts Plum Posts
Hyderabad: A government survey has confirmed what has long been suspected political corruption prospers because some bureaucrats collude with politicians.Civil servants themselves admitted it,adding that corrupt officers get the most sought-after postings and also get away without being punished.The first Civil Services Survey also revealed that bureaucrats believe honest officers are harassed through baseless complaints and investigations.
The Centre for Good Governance,Hyderabad,conducted the survey between August 2009 and April 2010 in collaboration with AC Nielsen ORG-MARG at the Union ministry of personnels behest.In all,4,808 of the total 18,432 officers from 10 select services such as IAS,IPS,IRS,IFS,responded.
Shockingly,80% endorsed the view that bureaucrats play a key role in corruption and it pays to be corrupt.
The questionnaire elicited their perception of 11 areas-job satisfaction and motivation,work environment,work-life balance,performance management,commitment and integrity,harassment and discrimination.
Among IPS officers,93.1% said political corruption happens because there are always civil servants willing to collaborate.The same view was shared by 87.5% IAS officers,80% foreign service officers and 74% revenue officers.
The perception that corrupt officers manage plum postings was shared by 84.4% of IPS and 75% IAS officers.Also,79% IPS and 60% IAS officers agreed that corrupt officers get away unpunished.
Political interference was cited as a major reason for poor performance in civil services.Though not covered explicitly in the survey,that political considerations influence various aspects of administration was brought out through comments by a number of civil servants.It has been pointed out that lure of post-retirement assignments is a major reason for spinelessness of senior civil servants, says the report.
