Mumbai: The Bombay high court has seen red over the railways apathy in not providing enough ambulances at Mumbais suburban stations to move railway accident victims to nearby hospitals and also for not making budgetary provision for the same.
The court,while hearing a PIL filed by Sameer Zaveri,who lost both his legs during a rail accident,also observed that it will not pass any order that will encourage law-breakers who cross railway tracks and meet with accidents.
Why cant you (railways) buy your own ambulances to be parked at all stations You could have made provisions in this budget, remarked a division bench of Justices D K Deshmukh and K K Tated on Monday.The question was asked to the counsels of the Western and Central railway.
The PIL filed in 2008 has sought medical facilities for victims within an hour of the accident (known as the golden hour).Representing the petitioner,senior counsel Jamshed Cama and advocate Dipesh Siroya told the court that on an average 10 persons die everyday in railway accidents.
They further told the court that most of these victims die due to absence of immediate medical aid.A person with a severed leg lies on the track or the platform for nearly 45 minutes before being provided with aid,Cama told the court.On behalf of the WR,advocate Suresh Kumar told the court that they have 11 ambulances,of which seven belong to the department.Kumar read out an affidavit filed by Dr Meena Shekhar,senior divisional medical officer.
Advocate for CR A N Samant told the court that they have only two ambulances.
The court directed both the railways to file affidavits giving details of arrangements made by them for providing ambulances along with documents to substantiate their claims.

A division bench of the Supreme Court has dismissed a special leave petition (SLP) filed by the railways challenging an order passed by the Bombay HC in June 2009.The HC had directed the railway authorities to implement all the required medical facilities,including appointment of a full-time doctor,at Dadar station as a pilot project.TNN
