1. There is a great need not only to rate NGO’s but also to get their audit reports to ensure that at least 90 % of the funds they collect is used for the objectives they propagate but also to ensure that funds are not siphoned off or used for their near and dear ones. I have read of many cases of misuse.
2. I guess ratings will have to be done based on feedback from the beneficiaries like percentage objectives met, number of people proposed to benefit and actually benefited, objectives completed qualitatively and quantitatively, effects on environment, money spent from the budget, are the beneficiaries self sufficient and standing on their after the exercise, permanent assets created, the criteria set before the work based on basic need basis or some other basis been adhered to, how much deviation from the original objective has taken place and is there a logical and acceptable explanation for it, are the NGO’s looking for publicity or working in the background with the objective of helping the affected people to help themselves on a long term basis, etc.
3. Ratings should be done by small groups who have the time and inclination to go to the spot and really check all aspects with an open mind and without any bias. Logical explanations for failure should be accepted and second chance given to redeem themselves.
4. Although I do not live in Mumbai since last many years, I was born and brought up in Mumbai, did my schooling and college in Mumbai and hence I am very much interested to see that Mumbai and Mumbaikars keep the flag flying.
