I sincerely feel, any NGO, who brings about a change in the society in their respective field with a selfless work, irrespective of caste, creed, religion, is be good NGO. Their policies and working guidelines should not come in the way of the help they can actually offer. The funds they receive must be used as per the need of the society and not the funding agency( today I have heard on the same topic at the WHARF- conference)
If the society knows the ratings of the NGOs, they will approach such NGOs as the need arises and will get the best possible help. So, one must know the ratings.
The best people to rate would be the ones who had had experience with such organisations as help seekers. To get frank opinions, many individuals should be interviewed (not in the NGOs premises )
I won’t be able to tell you who are the best NGOs. I feel a lot of them do a lot of good work in the field of HIV-AIDS, rerabilitation of widows and orphans, cruelty against women, against animals, nature lovers groups like BNHS etc
