1. NGO firms need to be constantly monitored to check if the purpose and the cause of the NGO is met. A regular monitoring helps in proving the validity and the reliabilty of the NGO. As most of the NGO work is done on donations, the donor can use this ratings to decide where he/she would like to contribute. Also a arating would mean that the NGO would have to maintain a standard in its performance and dedication. I donot have previous experience working with NGOs.
2. The rating should be based on the performance, the area covered, type of work, regular audits (Mind you charities do make profits sometime), sometimes the number of people involved, if the NGO wants to influence and attract more donations, then could also use the names of influential people working with them.
3. Government, people involved, a committee (including members of the public, NGOs, government personnels)
