I believe the rating need not be mandatory but yardstick, benchmark and system need to be put in place.
Many NGOs desire to be rated, desire to know how their functioning is rated by knowledgeable impartial objective group.
It would advance performance of NGOs and help donors also.
Today IPOs of companies are rated voluntarily. Same way for NGOs can be worked out. Rating also be time bound and like ISO and CE there should be audit and then periodic review.
I have not answered your questions specially 2, 3 & 4 as it is difficult to answer. Once a decision is taken, there can be brain storm on it and one can make up decisions on the issues dealt by you.
