2.Ratings on 3 fronts :  1.assets 2. no of activities 3.no of peopple interacting witht he ngo or employed by the ngo score of all 3 factors should be averaged.

3.There should be a core committe consisting of 1.finance person 2.social worker 3.person working for a ngo in executive position.4.person associated with that particular type of NGO 5 a paerson not related to any NGO.
