Process of children entering the Adoption Agencies
While we were studying Adoption / Orphanages, most voluntary Adoption Agencies stated that they hardly have children available for adoption.
So we tried to understand the process of children entering the adoption agencies .
The process that we have understood from our research is as follows :
Process 1
– The child is surrendered by the parent at (usually) one of the following places: police station, government hospital, nursing home, children’s home
– Parent signs a form to state the child is legally surrendered
– Organisation (police, hospital, nursing home or children’s home) registers the child with the Child Welfare Committee (CWC)
– Child Welfare Committee allots the child to one of the following:
- Less than 6 years – child is eligible for adoption- alloted to a Government Home & Govt Approved Adoption Agency
- Child is between 6-18 years – alloted to a Government Home, or a Government Approved (Non Adoption) Children’s home.
OR
Process 2
– The child is abandoned and reported when found to (usually) any of the following places: Police station, Government Hospital, Nursing Home, Children’s’s Home
– The organisation (Police station, Government Hospital, Nursing Home, Children’s Home) files an FIR.
– The child is kept at a government run institution for 3 months (in case of claims by relatives)
– The organisation where the child is kept registers the child with the Child Welfare Committee.
– If there is no claim then the Child Welfare Committee allots the child as follows :
- Less than 6 years for adoption – child is eligible for adoption- alloted to a Government Home & Govt Approved Adoption Agency
- Child is between6-18 years – alloted to a Government Home, or a Government Approved (Non Adoption) Children’s home.
