| 1. Period of incident: | 2008 – Apr |
| 2. Services that were sought: | We have registration for manufacturing and selling NPK Fertilisers in the entire BIHAR since 1981 and we required raw – materials (subsidised direct fertilisers like DAP, Urea and MOP) from either the wholesalers of all the districts of Bihar or direct allocation by the dept. |
| 3. Problem/s I faced: | Irrespective of: – a) Hon’Ble Patna High Court’s Order. b) GOI’s direct letter to the Director. c) APC, Patna’s order We are not even alloted with raw – materials directly and all wholesalers are restricted for supplying raw – material to us. |
| 4. Bribe amount: | 2 lac to 10 lacs |
| 5 a. Was the bribe paid? | No we haven’t paid the bribe because it was being demanded by so many officials directly like DAO, Araria, PA to Director, then Dy. Director, Sanjay Singh. |
| 5 b. Could the work have been done without paying the bribe? If so, how? | These people are behaving arbitrarily thereby totally defying the GOI directives, Patna High Court’s Judgement and general justice. |
| 6. Result: | The result has been that the entire officials of the Department are biased and this will definitely result in cancellation of our manufacturing industry’s registration for some or the other cause. |

| D: My Suggestions | |
| 1. For head of government department: | |
| Suggestion 1: | We have full documentory proofs how the Director of Agriculture Mr. B. Rajender alongwith other officials of the Department like Dy. Director (INPUTS) Sanjay, District Agriculture Officer, Sohan has taken total aribitrary actions against us in total defiance with the Govt. of India’s policy and directives and Patna High Court. The actions taken by these people in the past and the action that these people will take against us by suspending our NPK manufacturing industry’s registration or not renewing it again in March, 2010 is indicative of the fact that these people do not realise that they are here for enabling the public keeping in consideration the law of the land but they think they are like HITLER after getting designations like DIRECTORS and others. We will like to say them aloud that definitely today we’re not a 50 thousand crore company like IPL, PPL, Reliance so that we can proove to them immediately that they’re not HITLER but a responsible officers of the GOVT. |
| Suggestion 2: | However there is one thing for sure that our group known as the CONSAM group operates with ethical objectives and values and our biggest strength is our trust – you cannot no matter what you think you are can shut our business in an unlawful and unethical ways. It is because of the people like you that good persons – they become terrorists – we’d definitely not become one because it is not that we only talk about our values but it is that we have it in our blood. |
| Suggestion 3: | We’d suggest you to see your own department’s avoidable discrepancies – you people don’t even see the unavoidable discreapancies because of desire for bribe and our small time discrepancies which is a result of age – old laws requireing amendments trouble you????????? |

| Suggestion 1: | Further, I don’t feel I should give any suggestion because the truth is in front of the entire country – these gentlemen need appropriate proscecution against them and suspension after their malafide and biased intention are prooved. |
| 3. For other citizens: | |
| Suggestion 1: | Be truthful and don’t fear hardship if you want to make it a large one when you’re small. Gift the hungry govt. officials but don’t bribe them because especially after coming of NITISH as CM in Bihar, it is like some officials think its their right to have black – money and if not bribed – they don’t hesitate taking actions against the law as in our case – we have full documentory proof. Avoid setting up industries in Bihar becase when the Govt. is not seeing the already setup industries as old as 25 years what makes you feel you’d be getting facilities for new industries. Some mentally bankrupt officials have given all powers and there is nobody to control them! Even the courts here are helpless and there are I guess more contempts than cases. |
