B: My Complaint Details | |
1. Period of incident: | 2008 – Oct |
2. Services that were sought: | Register my marriage under Hindu Marriages Act |
3. Problem/s I faced: | I went in to register my marriage under Hindu Marriages Act – straight forward procedure, no complications or prior marriages. Both my wife and I were never married before. All we had to do is register the marriage but no one was there to even give us an application form. |
4. Bribe amount: | 1000.00 Rupees |
5 a. Was the bribe paid? | They asked me to give them 1000 rupees to register the marriage. I did pay 1000 rupees thinking that it costs that much to register a marriage now-a-days in India. How am i supposed to know? |
5 b. Could the work have been done without paying the bribe? If so, how? | I could not have my work done without paying the bribe. The whole place is teaming with people running around. NO one was available to give me an application form for Marriage Registration. |
6. Result: | Once I paid the 1000 rupees, the poen started to take me to all the people involved – a clerk who gave me the application form, a typist who typed the details into a computer system, registrar signed. |

D: My Suggestions | |
1. For head of government department: | |
Suggestion 1: | I suggest placing signboards telling us who to approach for forms, where to submit the forms, where to pay the money and how much to pay for different services. Leaflets and other media should be used to notify customers of service fees for different services. Buying land, registering titles, marriage registration are done once in a lifetime if you are lucky. Not many people know how to do this on their own. |
Suggestion 2: | Online registration will be great. May be we can enter all the information, attach all the relevant documents, pay the fees at a bank or by credit card and wait for the marriage certificates to arrive by post. |
Suggestion 3: | Avoid cash transactions in the office – opt for a credit card payment in the whole department, sign up with a nearby bank to take in all the payments. A customer should go to the bank across the street, pay the amount required to the account of Registrar’s office, bring in the challan form to the Registrar’s office as proof of payment. |
2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): | |
Suggestion 1: | I highly suggest going to this office undercover and experiencing it on your own. If a bribe was asked of you, please pay with the currency notes with registered note numbers. |
