| 1. Period of incident: | 2008 – May |
| 2. Services that were sought: | (i) Proper processing of complaints filed by the residents of Type II government quarters of Sector-4 within a short period. (ii) Carrying out work at every quarters without partiality |
| 3. Problem/s I faced: | CPWD officials of the service center are acting under the influence of RWA members and carrying out every work as per their desire. They do not give priority to others and only take work recommended by RWA members. The residences of RWA members are attended with utmost care. |
| 4. Bribe amount: | I suspect that the contractors and RWA members act with the CPWD officials to fill their pockets. |
| 5 a. Was the bribe paid? | No |
| 5 b. Could the work have been done without paying the bribe? If so, how? | Yes, but only after waiting for a long time. Every work is carried out in the residences of RWA members and then only others are considered(that too subject to JE/AE special(?) approval). |
| 6. Result: | I have sent mails to authorities of CPWD to carry out the ongoing tiles and other works at every quarters of the area. But, so far, the work is only carried out at residences of RWA members. |

| D: My Suggestions | |
| 1. For head of government department: | |
| Suggestion 1: | 1. Clean and transparent working of the service centre. 2. Priority should be given to residents on a first come first serve basis. 3. A proper order of allocation should be maintained when carrying out work on every residence. 4. Anti-corruption actions should be taken to make the system more effective. 5. Every resident should be informed of the amount of work they can carry out at their residence in a year(Normally, the residents are not aware of their right to carry out the work that is performed in the residence of other influential persons). |
| 2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): | |
| Suggestion 1: | The Anti Corruption Bureau can easily find the wrong practices of the CPWD officials when it goes through the amount of work performed and method of expenditure. Also, the amount spent on the work carried out at the residences of RWA members and other influential persons can be evaluated to know the genuinity of the compliant. |

| Suggestion 1: | 1. Always give your application in a written format. 2. Get the complaint number from the officials after registering the complaint. 3. Pursue the complaint with the complaint number and date of registering the complaint. 4. There is no use in filing the complaint in their website as no action will be taken against such complaints. |
