What is a student entitled to when he gets into a college or university good academic environment, timely classes, a ragging free campus or more? The HRD Ministry and University Grants Commission will put their heads together to delineate a students rights and duties, giving college goers a students charter for the first time.
The UGC has begun work on framing guidelines for Students Entitlements and Obligations. At a meeting last month, the UGC felt that broad consultations need to be held to expand the guidelines. It will soon invite views from students.
The idea is to bring more transparency to the system, clearly informing the student of what he is entitled to when seeking admission to an institute of higher education, a highly placed official in the HRD Ministry told The Indian Express. For instance, not only is a student entitled to regular classes but also a campus where there is no discrimination or ragging, proper teaching and learning, good evaluation and assessment, timely delivery of results, a certain number of teaching hours and facilities of student loans if required. All this and more will be outlined and assured in this charter of Students Entitlements and Obligations.
The students charter fits in with the larger emphasis of the government on a self-disclosure-based education system. Reducing multiple layers of regulatory authorities, the HRD Ministry has asked all major regulators and educational institutions to shift to e-governance systems in the interest of transparency. The All India Council for Technical Education is processing online applications for approvals to institutes and has asked institutes to switch to self-disclosure based norms.
