DRC Scheme/DDRC for providing Rehabilitation services at grass root level
The District Rehabilitation Center Scheme (DRC) was initiated by the erstwhile Ministry of Welfare (now Ministry of Social Justice & Empowerment) Government of India, on pilot basis during 1985, to provide comprehensive rehabilitation services to the rural disabled in 11 districts of the country.
These centers provide following type of services –
Services for prevention and early detection
Medical intervention & surgical correction
Fitment of artificial aids and appliances
Therapeutical services such as physiotherapy, occupational and
speech therapy
Provision of training for acquisition of skills through vocational
training.
Job placement in local industries.
District Disability Rehabilitation Centre (DDRC) The success of the DRC scheme in providing comprehensive services to PWDs is being replicated in other Districts through setting up of DDRCs.
Though initiated as an out reach activity of theNational Institute, the Ministry is now facilitating on setting of one such centre in unserved District of the country in a phased manner with active support of State Government. Till date 149 DDRCs have been sanctioned of which 117 are functional
The functions of DDRCs are as follows :-

Job placement in local industries.
The proposal for setting up DDRCs should be come from the State Govt. for the district which fall under the selection criteria. They are required to identify the implementing agency for setting up DDRCs its building/place of setting as well as form the District Management team prior to submission of the proposal.
The Ministry through its subordinate office i.e. PD-DRC and in consultation with state government with finalize the suitable district and the suitable implementing agency (District Red Cross Society/other registered government organization/NGO/self-help group) amongst the existing ones for setting up DDRCs and strength it if necessary for effective transference after three years (Five years in case of North-Eastern State and Jammu and Kashmir). Funds for the DDRCs for initial period of 3/5 years, as per the prescribed norms, would be provided by the Ministry, on submission on a request for the same through the District Collector. Audited Statement of Expenditure and Utilization Certificate for the last installment received should also be enclosed with the proposal. After 3/5 years, funding for the same would continue on tapering basis through the Deendayal Rehabilitation Scheme (also called Umbrella Scheme of the Ministry.
