| We have received a complaint as per the details below. The filled form will also be displayed at www.karmayog. |
| A: Details of the government organisation | |
| 1. Name of government organisation: | Police Department |
| 2. State: | Karnataka |
| 3. City: | Bangalore |
| 4. Department: | JC Nagar Police Station |
| 5. Location: | JC Nagar |
| 6. Designation of government officer involved: | Passport Verification officer – Mr. BP Lava |
| 8. Address of the government organisation: | |
| B: My Complaint Details | |
| 1. Period of incident: | 2010 – Mar |
| 2. Services that were sought: | Nothing – it was part of his routine to verify my address and sent the report to the Passport Department mentioning my verification/ |
| 3. Problem/s I faced: | Nothing – everythign went off very well. At the end the officer demanded a fees for verification. He mentioned it was Rs. 500/- but then was okay to take Rs. 100/-! That’s where I grew suspicious. |
| 4. Bribe amount: | Rs. 100/- with a lot of reluctance from my side. |
| 5 a. Was the bribe paid? | Because he may otherwise hold on to the papers and not forward them to the passport office. |
| 5 b. Could the work have been done without paying the bribe? If so, how? | |
| 6. Result: | Waiting to see if the papers move or not, simply because I have questioned him about the fees!! |
| C: Additional Informtion attached | |
| Details of Content: | Mr. BP Lava’s number is 9341991317. My veriffication serial number is 462 or 463 (not sure, but it is one of the two) |
| D: My Suggestions | |
| 1. For head of government department: | |
| Suggestion 1: | I think that the new passport issuing office which is coming up soon will prevent all such demands from corrupt officers who I assume are put up in such positions because they are not capable beyond that! |
| 2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): | |
| Suggestion 1: | This is important for me to report even though the amount involved is Rs. 100/- only for 2 reasons – 1. The audacity of the officer to call it a fees when it is a shameless bribe is quite daring and misleading 2. There are many elite/upmarket and foriegn citizens living in the Jayamahal/Benson Town area. If this is going to be the cheap nature of a police officer in charge of verifying credentials, then it sends a very sorry message about the entire department and administrative machinery of our country. |
| Suggestion 2: | I am also worried about a more serious issue – can anybody have his credentials “verified” by paying the said “fees”? This makes the entire system of passport as a valid document of citizenship of India in a doubt? |
| 3. For other citizens: | |
| Suggestion 1: | Questioning and reporting. When we question, they sweat. When we report they sweat, yet again. A thief knows that what he is doing is wrong. This is not “mamool” but abnormal and they know it. Make a noise if you can. |
