| 1. Period of incident: | 2009 – Jul |
| 2. Services that were sought: | To register FIR for lost Rahul Rawat(09Yrs) on 19 July2009,at 1700Hrs from Kashipur,Durga Colony. |
| 3. Problem/s I faced: | After repetitive attempts to register the FIR,the constable said keep searching in your nearby area you will find him.No need to register FIR. |
| 4. Bribe amount: | Nothing asked. |
| 5 a. Was the bribe paid? | No. |
| 5 b. Could the work have been done without paying the bribe? If so, how? | The work is still pending,We dont know where to go now,Since the kid is missing from last three days.The ASI came to our house on 21Jul09 and after routine enquiry went back. |

| D: My Suggestions | |
| 1. For head of government department: | |
| Suggestion 1: | Simple chart showing the organisational hierachy of police department that says if your issue is not entertained here you can go to higher authority also. I m not asking for resolution of problem,but someone should atleast listen and acknowledge the problem.In our case the same is denied by refusing to write the FIR of lost kid. |
| Suggestion 2: | 1>FIR is lodged and reference number should be shared with the complaining person. 2>Must share a timeline,after which they update you the status by Call/SMS/mail periodically in said time irrepective of the whether any progress is going on it or not. 3>The name/contact of the person who is accountable for the issue and his reporting officer , who is answereable for his inactivity. |
| Suggestion 3: | There should be surprise visit to the local police station,to see the rigid atitude,sleeping nature of its authority. Instead of planned visit with all kind of Sancks ready and 5minutes police developement speech. |
| 2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): | |
| Suggestion 1: | 1>Start with small city,make a database for all FIR open+closed and time frame in which the same is closed. 2>Since no top Boss is keeping an eye on lower department,so if any FIR time is exceeding some predecided time with inactivity,a gentle reminder to his boss1. Now the same process should be followed for boss1 inactivity notice to boss2 and Final case should be lodged against the no action of owner of FIR case with all BOSS of him involved and charged. |
