1. Subject: taking bribes in the transfer of Divisional Accountant cadre by Sr Dupty Accountant General & AK Sh
2. Period: Before 2007 – Jun
3. Details: before 2007 all Sr DAG and A K shrivastava took bribes of at least two crore per year in the month may/jun in the o/o AG A&E-1 Bhopal Madhya Pradesh They took bribe of Rs50000/- for a medium work load division The rate is Rs 1/2 lakh for transfering in a heavy work load Division They succeeded in their game by changing the Option form filled by DA/DAO just before transfer.

Solution desired: change in manual transfer procedure by use of information technology i.e,Internet Email in the transfer process so that manipulation could not be possible like the process of e-tendering This process is easy ,less timeconsuming,costeffective&transeparent if Higher officer in CAG office wants to impliment it
7. Help needed: transfer policy should made available to all transferee candidates ie,all DA/DAO-2/DAO-1&sr DAO s
C: My Suggestions
1. For the organisation: Use of latest tools of Information technology in the transfer process which is less time taking, more cost-effective and very easy like the process of e-tendering.
2. For the public: be NET savvy
3. For government: to make transfer policy and procedure transparent.

may be implicated in fake cases,suspension and Departmental Enquiry by those corrupt officers
