Bill to make crimes on children non-bailable…..Teena Thacker
If the Union Ministry of Women and Child Development has its way, all offences against children will be made non-bailable. In its proposed Prevention of offences against child Bill, 2009, which includes sexual assault, trafficking, child labour, begging, punishment, ragging, sale of organs, harmful traditional practices, use of children in pornography, the ministry has not only proposed penal provisions but is also of the view that all offences should be made non-bailable.
Minister of Women and Child Development Krishna Tirath will meet Law Minister M Veerappa Moily on Tuesday to have a broad discussion on the proposed Bill so that it can be taken forward for Cabinet approval.
Sources in the ministry said the proposed Bill has been drafted to make sure that no child is victimised. Procedures for recording statement of the child, specially designed courts for children, availability of counsellors, rehabilitation of abused child are aspects that have been highlighted in the draft Bill.
It says that cruelty to a child like assault/ being abandoned/ neglected to cause mental suffering should amount to an imprisonment of three years which may extend up to 10 years and should be liable to a fine of Rs 5 lakh.
