- Do not ban child labour, or it will go underground .
- Instead, make it mandatory for each child to be sent to an NGO for studies, for at least two hours every day, if he is working.
- The fees for the NGO not more than twice the state schools fees, are to be paid by the employer.
- This will allow children to earn for their family, and get educated as well, thus allowing for a phasing out of child labour without impoverishment. .

3. Top Concerns for this cause:
a) There is a thrust for rescuing the child labours but rehabilitation measures are grossly inadequate. Hence the basic purpose of the ban i.e. betterment of the children is not fulfilled. This may compel them to either beg or resort to crimes if the ban is enforced strictly.
b) There are no concrete and long term plans to address the major root cause i.e. poverty.
c) Lack of awareness in beneficiaries about various schemes.
4. Top action steps suggested for this cause:
a) Rehabilitation measures must be stepped up to ensure their adequacy for at least marginalized families where the child is not required to support the family. Apart from government machinery, partnerships of NGOs and Corporates should be encouraged.
b) In situations of extreme poverty where the child is expected to support the family, the child should be allowed to work in permissible occupations. However it should be ensured that the child gets a better deal at the work place including shorter hours of work to enable continuing with education, better wages, decent boarding and nutritious food. It should be obligatory for the employer to strictly comply with this.
c) As a long term solution for reducing poverty employment opportunities should be created in rural areas by developing agro based / labor intensive industries. Simultaneously opportunities should be created for acquiring suitable skills that will enable people to take up better quality of work and earn higher wages. Small farmers should be encouraged to engage in supplementary activities like poultry, dairy, etc.
d) Awareness has to be created in beneficiaries as well as people about the facilities and incentives they are eligible to get under various schemes. Media should play a more responsible role by giving priority to social issues.
