Respected Friend,
I have been thinking for last few weeks for a Civilian Council for
Accountability for Flood Relief & Rehabilitation works in North-Bihar Flood
suffered areas.
It is common mentality and work attitude of Indian governance systems that
they disrespect for the efforts of common person of India.
In many places of flood suffered areas in bihar, administration is harassing
NGOs and group of individuals to work by misusing the powers and authorities
given to them for public services by public of India.
Millions of Rs and other things of cost of millions of Rs are being
contributed by the common public of india. The money amounts announced as
supports by various state governments and central government are coming from
taxes of public of india. Money is coming from common public of India to
support their brothers and sisters’ thus common public has rights to monitor
the works done by government machinery on flood areas.
Government administrations have started to harass and mislead NGOs, group of
voluntary individuals by misusing powers and authorities in various flood
suffered areas.
Local people, local NGOs, local voluntary groups of individuals did great
works to save thousands of lives; they fed thousands of people in the first
week of flood attack. That time there were no professional NGOs, no
government machinery or other related associations to work. It was common
villager; it was voluntary local individual who saved lives, who fed others
to share pain of others.
Now government machinery is more interested to harass common volunteers by
misusing powers and authorities than to get/ appreciate supports of
non-government systems.
Recently, there is a press release from Home Secretary of Bihar that no one
can work relief or rehabilitation work without permission from district
administrations.
Can we ask to Home Secretary that where were district administrations when
thousands of lives were being saved by common volunteers?
If one wants to save other’s lives then why should one need to get
permissions from district administration?
Is it not anti-democracy, anti-humanity, anti-fundamental rights and power
egos statements by government machinery or to get chances to misuse the
public money without accountability?
I was surprised when I got this information.
Are district administrations sincere, more efficient, more accountable, have
more rights, more honest than common public of india, that common volunteers
need permissions by government authorities to save lives?
What are hidden reasons behind these things, we do not know but these things
are fully unsocial, undemocratic and killings of common human sensitivity.
I think, we should form a Civilian Council for Flood Relief and
Rehabilitation Works in North-Bihar flood suffered districts to monitor
works done by NGOs and Government Machinery for better accountability and
efficiency.
