Animal Welfare Division Operation Guidelines for Good Practices in Environmental Regulation w.r.t. CPCSEA. The Animal Welfare Division is entrusted with the implementation of the provisions of the Prevention of Cruelty to Animals Act, 1960 (59 of 1960). A number of Rules have been framed under this Act for welfare of animals. The Act & Rules are as follows: (a) The Prevention of Cruelty to Animals Act, 1960 ? Annexure ? Plan schemes are in operation for implementation of the statutory obligations cast under this Act. Two statutory organizations viz. Animal Welfare Board of India (AWBI) and Committee for the Purpose of Supervision and Control of Experiments on Animals (CPCSEA) are also set up under this Act. The composition of AWBI & CPCSEA are at Annexures II & III A large number of domestic, stray and uncared animals need care and protection. Animals suffer from injuries and disabilities as a result of road accidents or diseases. The infrastructure for provision of emergency services to animals is almost non?existent and there is a need to strengthen the capabilities of organizations working in the field at the grass root level throughout the country by creation of infrastructure and facilities for the care of sick and injured animals and also for creation of medical facilities. Schemes are being implemented by this Division with the objective of making available emergency services to animals in distress by provision of appropriate assistance to competent organizations working in the field. The Division deals with eight Schemes which are as follows:
Composition of the Division A Joint Secretary heads the Division. There are 2 Directors, and 2 Under Secretaries, and one Section Officer. The other staff consists of 4 Assistants & 1 Legal Assistant (at present 2 UDCs, 3 LDCs, & I Typist vacant). The Division has two PAs. There is support staff of 3 Helpers. |
