1. Period of incident: | 2009 – Nov |
2. Services that were sought: | Registering the sale deed for buying a new flat. |
3. Problem/s I faced: | No problems. The process was so smooth as if the bribe was the required fees. |
4. Bribe amount: | Rs. 11000 |
5 a. Was the bribe paid? | Yes. Through out the process I was thinking that this is the fees. |
5 b. Could the work have been done without paying the bribe? If so, how? | Not sure. There would have been a huge delay. |
6. Result: | The process was so smooth as if the bribe was the required fees. |

D: My Suggestions | |
1. For head of government department: | |
Suggestion 1: | They should display sign boards saying that 1. Registration fee calculation chart. 2. No cash based transactions without receipt They may advertise the same thing in the news paper. |
2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): | |
Suggestion 1: | Reconcile the property owned by the office staff and their income.. There will be a disparity. |
Suggestion 2: | There is a nexus between builders and staff in the registrar office. Builder will take the money from the prospective buyer saying that it is for a fees.. So we cannot prove the connection to the registrar even we take ACB’s help also before the transaction. It is the responsibility of the buyer to demand the receipts for every money transaction. CBI/ACB may advertise in TV and news papers to this effect. |
