One of Orissas prime Information Technology ( IT) companies in the small and medium enterprises ( SME) sector Cybertech Software Multimedia Pvt Ltd ( CSM) has created a single data base of 10.68 million children in the entire Orissa state for sharing with other departments in a first of its kind of e-governance project e-Shishu.
Recently CSM has also earned the National Award for Consulting Excellence for E-Sishu.
A new site, www.opepa.in which includes the entire data base has also been created for the purpose. The move is under the Sarva Sikhsya Abhiyan (SSA) in the state and the Orissa Primary Education Programme Authority (OPEPA) is the chosen implementing agency.
The project contains codified household, school, teacher, child information in the state and tracks every child between 0 and 14 years in Orissa with their geographic, demographic and educational details.
The main objective of the project spearheaded by the ITSME CSM is to collect information of children from each house in all the villages across the state. It was mostly a time-bound project and OPEPA, being the monitoring agency, required a weekly progress report which was realised to be a necessity for an effective communication system under E-Sishu.
The work progress included identifying children for enrolment to schools, getting information of educational status between the age group of 014 years, get reasons for drop outs, gender wise categorisation and also religion wise children information and develop an effective child tracking system.
An intranet system was established across Orissa in Gajapati, Rayagada, Nawramgpur, Koraput, Malkangiri, Nuapada, Kalahandi, Bolangir, Sonepur, Boudh, Khandamal, Sambalpur, Bargarh, Jharsuguda, Sundargarh, Angul and Deogarh.
This was done through a close circuit user group model by CSM.
A real time web based project monitoring system was also developed. This was mainly to keep tabs on the weekly progress in terms of financial and physical achievement, civil work and disbursement of different progress reports.
The school data was mapped with the help of existing data based for future update through web-based solutions, generating reports required for planning and budgeting field surveys from different data base.
This apart, scientific technology was also used to transfer data of children to a database for each district. A web-based system for updating of child data at different levels of administrative hierarchy was also developed.
The data was then properly synchronised for consolidation at a central location and reports were generated for in-schools, pre-schools and out of school children. This helped in the creation of search facilities for children in the state.
Alongside, a web-based software solution for educational personnel information system was also developed by CSM. This aided in the consulting in networking, infrastructure development and connectivity at the state as well as in the offices of 30 districts of Orissa.
Three verticals have also been developed by the ITSME for the integration of the child, school and teachers information to have a completed web-based solution in the entire education system of the state.
