1)There is a value to rating of such NGOs as are collecting funds from the public. It would help those who wish to donate to them.
2) Criteria:
- i) Actual utilization of funds
- ii) Need forfunds
iii) The costs incurred by them
iv)The nature of activities – some for instance will concentrate on education, others on medical, others on art etc. Art may not be a high priority for those who want to contribute on education, and vice-versa. The parameters can be not merely on the basis of a single criterion but on all of these, just as there is a rating of companies on the basis of a number of criteria of parameters.
3)While there should be a rating, there should also be a transparency. Any organization or individual may do the rating. It is the credibility of the organization or the individual that is important and since these are Charitable Trusts, perhaps there should not be any fee, or only a nominal fee paid by the Trust.
