If Small makes large difference ….then it is outstanding
If Large makes small difference …Then It is average…
……a complex equation..
So in Value rating can not create any conflicts whether some org. is very large or very small…..
Difference means ….value addition in the life of people…value addition in system performance … value addition in our mental models ….Value additions in our social system ….Value & respect of value of funds ….Value of People Faith …

This is a real Indicator of judgment or decision making….
More constrains…..less funds ….but More Focus on work ( right actions )…..

Definitely In subjective criteria … it plays a very big role because sometime …somewhere only sustaining in a very hard conditions & environment is a very remarkable…
And effectiveness, efficiency & productivity have little useful at this context…
