2. Services that were sought: | RENEWAL OF DRIVING LICENCE |
3. Problem/s I faced: | LOCATION OF ANDHERI RTO OFFICE AND MESSY – HIGHLY UN-ORGANISED PHYSICAL LOCATION AND POOR FACILITY FOR GENERAL PUBLIC/IMPROPER INFORMATION DISPLAY AND PLACE INFESTD WITH AGENTS |
4. Bribe amount: | RS 550 (Including service charges of agent) |
5 a. Was the bribe paid? | YES DUE TO ATTUTUDE OF COUNTER STAFF AND OFFICIALS IN LICENCE RENEWAL DEPARTMENT.THERE ARE SOME PERSONS WHO DID NOT PAY BRIBE WERE SHUNTED FM ONE COUNTER TO ANOTHER FOR RENEWAL FOR 3/4 DAYS |
5 b. Could the work have been done without paying the bribe? If so, how? | It would have taken me 4/5 days making multiple trips to RTO office and unsure of getting work done. ( wastage of time ,energy and mental tension) |
6. Result: | My driving licence was renewed within 10/15 minutes of waiting at predetermind timings |

D: My Suggestions | |
1. For head of government department: | |
Suggestion 1: | Driving Licence renewals,Vehi cle Permits and other counters should be constructed properly with very clear process / timings and proper que and sitting arrangements with token number and disply of token numbers / guidence for public -BY RTO STAFF/PRO (not asking for money) for the services offered by Traffic dept. Drinking water,sitting arrangenents should be provided for general public. ALL AGENTS -MAIN SOURCE OF CORRUPTION should be BANNED from entering RTO premises. |
Suggestion 2: | ROUTINE MATTERS OF DOCUMENTATION / RENEWALS / PERMITS ETC. SHOULD BE PRIVATISED AT A PRE DETERMINED COST-LIKE ISSUE OF RAILWAY TICKETS BY AUTHORISED AGENTS. |
Suggestion 3: | PUBLIC / PRIVATE SECTOR BANKS , Post Offices , NGOs , automobile associations , GOVT./PVT-Recognise |
2. For the Anti Corruption Bureau (ACB) / Central Bureau of Investigation (CBI): | |
Suggestion 1: | CATCH RTO AGENTS WHO CONNIVE WITH TRANSPORT OFFICIALS BY SENDING DUMMY CUSTOMERS. Install CCTV cameras at ALL LOCATIONS and keep tab on movements of RTO officials and Agents within RTO office premises. |
Suggestion 2: | Introduce retired Army/Navy Air force officials to take up job of supervising issue of licence etc. |
3. For other citizens: | |
Suggestion 1: | All alert citizens must take up this issue of corruption actively and make a sincere effort to clean the GOVT. machinery at ALL RTO offices in the country. I am sure situations will not be elsewere in the country. CORRUPTION IS A GIFT OF BRTTISH RAJ / LICENCING RAJ AND WILL TAKE TIME TO VANISH. RAILWAYS HAVE ALMOST ELIMINATED CORRUPTION IN TICKET BOOKING BY COMPUTERISING THE SYSTEM OF MANUAL BOOKING OF TICKETS. Even issuance of Passports process is IMPROVED upto certain extent. |
