E-waste: MMRDA formulates concession pact
The Mumbai Metropolitan Region Development Authority (MMRDA), which recently appointed Deloitte Touche Tohmatsu India for its electronic waste management project, is now formulating the concession agreement for the project that will be taken up on a public-private partnership basis. This proposed e-waste processing unit will be the first-of-its-kind in the country to be taken up by a government body.
We have prepared a road map with Deloitte on the course ahead. We are revisiting the documents on various aspects as this is the first such project in the country, and will be preparing the concession agreement along with the help of experts to outline the terms and conditions between the MMRDA and concessionaire, said M R Shah, principal advisor, solid waste management cell, MMRDA. He said they along with the consultants would also work on the business model for the project.
We have already carried out studies on different types of model, but now we would crystalise the idea along with the private players who could also be potential players in the project, Shah said. The project is estimated to cost around Rs 76 crore. MMRDA, in the PPP model, would have a role of giving the land, moral and institutional support to the concessionaire at all times, so that project is completed in around two years. The MMRDA has also shortlisted four sites three in Taloja and a plot in Vasai.
We will also revisit the locations to know which would be economical in terms of transportation, Shah said. According to MMRDA, the land requirement has been worked out to the extent of four acres, which will take care of all the futuristic requirements up to 20 years, including sufficient storage space for finished and unfinished products. Moreover, green cover around e-waste factory is also planned.
At present, India produces 50,000 tonnes of e-waste annually and is expected to rise to eight lakh tonnes by 2012. The MMRDA is expecting 60 per cent e-waste from corporate sector and institutions, and the rest from the domestic sector.
